For ASML the issue is not money or investment. It is political pressure, sanctions and export restrictions to China.
It is a wonder that IMEC in Leuven, where ASML is getting its knowhow from, is still doing so well, in spite of the dozens of Chinese engineers working there on a.o. the basic scientific research for new lithographic processes. When the Americans get them in their sight ....
Whether ASML moves to France or not is irrelevant because Chinese scientists are working hard on the development of their own lithographic processes. In 5 years it will be over and done anyway for ASML.

To prepare for what promises to be a long and costly fight, U.S. strategists made a pre-emptive move in 2022 to turn Europe away from its trade and investment relations with Russia. In effect, they asked Germany to commit industrial suicide and become a U.S. dependency. That made Germany the first and most immediate target in America’s New Cold War.
